This is a clear manifestation that the focus is shifting from defence against aggression toward operations other than war (OOTW). The theme of SAJADS 2011 aims to stimulate discussion on the role and contribution of the Joint Air Defence (JAD) capability toward safeguarding the South African air border. Discourse is invited on this subject, focusing on three sub-themes namely Realities, Homeland Defence and Innovation.</p> <!--<p><img src="capability.jpg" tppabs="images/capability.jpg" width="580" height="300"></p> <p> The Capability Acquisition Cycle encompasses four primary areas of activity, or stages.</p>--> <ul> <li> <p><strong><em> Homeland Defence:</em></strong> The move toward OOTW necessitates a new look at the nature of operational missions and the need for integration with other government departments, such as Civil Aviation, Customs and Excise, South African Police Services and the like, as well as other regional defence forces. Aspects to be addressed include:</p> <ul> <li>Concepts of operation for Joint, Inter-agency, Inter-departmental and Multi-national (JI<sup>2</sup>M) operations.</li> <li>Command and Control (C<sup>2</sup>) concepts and structures to support JI<sup>2</sup>M operations.</li> <li>Doctrine and Rules of Engagement (ROE) suitable for JI<sup>2</sup>M operations.</li> </ul> </li> <br/> <li> <p><strong><em> Realities:</em></strong> Employing systems optimised for defence against aggression (war) missions in OOTW necessitates careful consideration of the operational and physical environments, as well as the threat characteristics, associated with OOTW missions with the view to determine:</p> <ul> <li>How well is the current JAD capability, in terms of personnel, organisation, sustainment, training, equipment, doctrine, facilities, information and technology suited for OOTW?</li> <li>What adaptations and enhancements are required to ensure that the JAD capability can be effectively applied in OOTW?</li> </ul> </li> <br/> <li> <p><strong><em> Innovation:</em></strong> Dwindling funding and resources place a high premium on innovative solutions for the challenges the South African National Defence Force (SANDF) face to establish and sustain effective capabilities for the wide range of missions. These challenges apply also to JAD, which should seek to:</p> <ul> <li>Employ the latest Information and Communications Technology (ICT) to support suitable C<sup>2</sup> solutions for JI<sup>2</sup>M operations.</li> <li>Accommodate the impact of the increasing dependency on military-off-the-shelf (MOTS) and commercial-off-the-shelf (COTS) products, for example obsolescence management in reaction to shortening product and technology life cycles.</li> <li>Ensure safety and effectiveness of JAD systems in the JI<sup>2</sup>M environment, with particular reference to employing the Interoperability Development Environment (IDE) Facility to verify and validate systems-of-systems interoperability and doctrine.</li> </ul> </li> <br/> </ul> <!-- <p> <strong><em> The Theme for SAJADS2007:  Effective, Sustainable Air Defence in Southern Africa </em></strong>, aims to stimulate debate on establishing an affordable and sustainable AD capability in the southern African region by benchmarking internationally and contextualising to the African environment. To this end, discourse is invited on the following sub-themes:</p> <ul> <li> <p><strong><em> Capability Employment.</em></strong> Air Defence is concerned with defence against aerial threats. The threat is the cardinal requirements driver for an AD capability. It is encompassed in an operational environment, which places all sorts of restrictions on the employment of AD systems. The tendency is for the conventional threat to become smaller, faster, smarter, stealthier and more abundant. In recent times, the conventional  defence against aggression operational scenarios have moved to the background as emerging  peacekeeping scenarios entered the centre stage. Asymmetric warfare adds further dimensions of unpredictability and non-conventional weapon systems (e.g. civilian aircraft). The operational environment needs frequent assessment in order to ensure that the AD capability remains in line with the changing operational environment. The symposium focus in respect of this stage of the capability life cycle is on future operational scenarios in southern Africa, strategies for an effective and sustainable AD capability in regional and South African context, as well as the experienced or perceived shortcomings in current operational capabilities.</p> </li> <li> <p><strong><em> Capability Definition.</em></strong> Non-conventional warfare scenarios (peace support, peacekeeping, peace enforcement and terrorism) pose unique challenges from an operational perspective. Shortcomings in the operational capability must be scrutinised and analysed in context of the broader political, economic, cultural, physical and operational environments, in order to derive realistically achievable AD capability requirements that comply with regional, national and defence strategies and doctrines. The symposium focus in respect of this stage of the capability life cycle is on the perceived AD capability requirements for South Africa and the southern African region, as well as the analytical processes and tools for deriving such requirements including international benchmarking and contextualising to the African environment.</p> </li> <li> <p><strong><em> Capability Specification.</em></strong> Once the required capability is defined, it enters the realms of the acquisition environment, which is responsible for transforming the capability requirements into technical specifications for contracting purposes. The transformation of requirements stated in operational terms into system and product specifications is crucially important, as it is all too easy to lose focus on, or misinterpret the real requirements. Engineering processes and tools must be in place in order to ensure the required analysis and engineering capability and traceability to source requirements. The role of the acquisition agency is to manage this process of requirements specification and to contract and manage the acquisition and support of systems over their entire life cycles within guidelines prescribed by national policies and strategies. The symposium focus in respect of this stage of the capability life cycle is on the functional and performance requirements for a JAD capability in South African and regional context, as well as the system engineering management processes and tools for deriving these requirements. </p> </li> <li> <p><strong><em> Capability Establishment.</em></strong> The establishment and through-life support of systems is a joint responsibility of buyer and seller. This implies close liaison and joint/aligned objectives and strategies conforming to government policy in respect of strategic capabilities and counter-trade. Evolving technology provides new opportunities for improving the capabilities and performance of AD systems; however, it is also the root of new challenges such as reduced product and technology life cycles. The symposium focus in respect of this stage of the capability life cycle is on integrated system solutions with specific emphasis on innovative solutions for the southern African environment, obsolescence management, managing short technology and product life cycles, integrating new and old technologies, as well as contracting models.
